Sierra Leone’s President Bio Elected New ECOWAS Chair Amid Regional Crises

Abuja, Nigeria – June 22, 2025

At the 67th Ordinary Summit of the Economic Community of West African States (ECOWAS) held in Abuja, Sierra Leone’s President Julius Maada Bio was officially elected as the new Chairperson of the ECOWAS Authority of Heads of State and Government  . He takes over from Nigeria’s President Bola Tinubu in a pivotal moment, as the bloc navigates political instability, security threats, and a dip in economic integration.

During the summit on June 22, the rotating one-year leadership mantle was passed from Tinubu to Bio. The appointment is historic: Bio, a former Head of the Sierra Leonean military and now serving his second presidential term, pledges to steer ECOWAS through its current challenges  .

In his acceptance remarks, President Bio outlined his priorities:

Restore constitutional order & deepen democracy – addressing democratic backsliding in the region. Revitalise security cooperation – tackling terrorism and cross-border crime in Sahel and coastal states. Unlock economic integration – strengthening ties in trade, infrastructure, and finance. Rebuild ECOWAS institutional credibility – ensuring transparency, efficiency, and responsiveness  .

He acknowledged the “unprecedented challenges and opportunities” facing West Africa, especially dealing with climate risks, youth unemployment, and debt pressure.

ECOWAS faces one of its most turbulent periods:

Military coups in Mali, Burkina Faso, and Niger led to their suspensions from the bloc. These nations have since formed the Alliance of Sahel States and moved away from Western partners  . Surging jihadist activity in Sahelian countries threatens stability. Global trends—such as the pushback against democracy and increased illicit trade—are testing ECOWAS unity  .

Bio’s challenge begins in earnest. He inherits the task of patching democratic rifts, rebuilding relationship bridges with suspended members (such as Mali or Niger), and restoring ECOWAS’s credibility.

He emphasised engagement over isolation: “We must engage transitional governments constructively and support member states in building stronger democratic institutions rooted in the rule of law”  .
