CAPE TOWN, South Africa — October 1, 2025 – Sierra Leone has officially become a member of the International Energy Forum (IEF), marking a significant step in strengthening its role within global energy discussions. The agreement was signed during the African Energy Week (AEW): Invest in African Energies 2025 conference.
The deal was formalized between IEF Secretary General Jassim AlShirawi and Foday B. L. Mansaray, Director General of the Petroleum Directorate of Sierra Leone.
Strengthening Africa’s Energy Voice
According to AlShirawi, the IEF’s mission is centered on energy security, market and data transparency, and supporting orderly energy transitions.
“It is a pleasure and honor to welcome Sierra Leone as a member of the IEF. We want to give Africa a voice to address the challenges and opportunities facing the African energy sector,” AlShirawi said.
Sierra Leone is positioning itself for a new phase of growth in its oil, gas, and energy industries. The country plans to launch its first offshore drilling program since 2012 and will open its next licensing round in October 2025. In parallel, work is underway to establish an oil refinery to bolster national fuel security.

Foday B. L. Mansaray welcomed the development, highlighting the opportunities for global collaboration:
“This is a momentous occasion for us and we are excited to be part of the IEF where we can share our ideas. We look forward to a long-term partnership with the IEF.”
