Egypt Approves $750 Million Solar and Battery Project in West Minya

Egypt has approved a major solar and battery storage project in West Minya with estimated investment of $750 million, as the government continues to use its Golden Licence system to accelerate strategic projects.

The project, to be developed by Never Minya Renewable Energy, will have 1,000 megawatts of solar generation capacity and 600 megawatt-hours of electricity storage, according to Egypt’s Ministry of Investment and Foreign Trade.

The Golden Licence provides a single approval covering the establishment, operation and management of qualifying investment projects, reducing the number of separate procedures investors must complete.

Solar generation paired with storage

The addition of battery storage is significant because it can help smooth the variability of solar generation and improve the usefulness of renewable power to the electricity system beyond daylight hours.

The West Minya project is expected to create about 2,500 jobs for engineers, technicians and workers during construction, with additional employment during operations. The government says completion is planned for September 2027.

Officials also estimate that the project could reduce carbon emissions by around one million tonnes annually. That figure is a government projection and will depend on the plant’s eventual output and the generation it displaces.

Investment approvals as an energy policy tool

Egypt has been seeking to increase private investment in renewable generation while strengthening the infrastructure needed to absorb more variable power. Fast-track licensing is becoming part of that strategy, particularly for projects considered strategically important to the economy.

The West Minya development therefore carries two investment signals: the scale of new solar capacity entering the pipeline and the growing role of storage in projects designed for a more flexible electricity system.
