DR Congo Moves to Accelerate US Critical Minerals Partnership

The Democratic Republic of Congo is strengthening coordination around its strategic minerals partnership with the United States as it seeks to convert global demand for copper and cobalt into investment and development projects.

The Democratic Republic of Congo is moving to accelerate implementation of its strategic minerals partnership with the United States, strengthening a government coordination mechanism as Kinshasa seeks to attract investment into its copper and cobalt sectors and advance a wider portfolio of development projects.

Reuters reported on 15 September that Congolese authorities had approved a task force to speed implementation of the partnership. The Congolese Prime Minister’s office has separately described a coordination structure led by Prime Minister Judith Suminwa Tuluka to monitor economic agreements with the United States and ensure that commitments translate into projects.

Critical minerals and development projects

The DRC occupies a strategically important position in global mineral supply chains because of its large copper and cobalt resources. Demand for both commodities is closely linked to electrification, batteries, power infrastructure and other technologies associated with the global energy transition.

According to the Prime Minister’s office, Congo has submitted around 50 strategic projects under the partnership and is awaiting responses from the US side. The government says the arrangement is intended to mobilise financing from a broader range of partners rather than relying exclusively on US public funding.

Beyond a change of mineral buyers

The economic significance of the partnership will depend on whether growing international competition for Congolese minerals translates into infrastructure, processing capacity, stronger public revenues and broader domestic value creation.

The Congolese government has said the cooperation also includes technical assistance aimed at improving public revenue mobilisation. Large infrastructure projects may require coordinated financing involving multiple investors and institutions.

That makes implementation important. The DRC has substantial geological resources, but converting mineral demand into durable economic transformation requires financing, infrastructure, governance and investment structures capable of retaining more value within the country.
