Congo Set to Approve New Gas Code to Attract Investment

BRAZZAVILLE, October 2, 2025 — The Republic of Congo has announced plans to pass a new gas sector law aimed at boosting investment and incentivizing development in its under-exploited natural gas industry. The proposed legislation is expected to modernize regulation, align with investor expectations, and help diversify the country’s energy portfolio.

According to statements by government and industry officials, the new gas code will address issues such as licensing, fiscal terms, local content, and environmental safeguards to make Congo more competitive among African gas producers.

Congo currently relies heavily on oil revenues, but with growing global interest in natural gas (particularly as a “transition fuel”), the government sees an opportunity to improve energy security while attracting foreign and regional investors.

A senior official, speaking on condition of anonymity, told Reuters the draft legislation would soon go before the national assembly for approval. Industry analysts view this move as a timely signal to global energy players evaluating investment in Central Africa.

If enacted, the code could unlock new upstream gas development, infrastructure projects (e.g. pipelines, LNG), and potential export routes. It may also complement regional integration plans for cross-border gas networks in Central and West Africa.

However, challenges remain: global gas prices, infrastructure deficits, regulatory clarity, and community consultation will test how smoothly implementation proceeds.
